The purpose of this paper is to analyze the major factors for constructing the public cultural facilities on the basis of the empirical analysis of the urban-rural complex cities. such as Hwasung and Yongin. Utilizing the Factor Statistical Analyses, it is found out that factors associated with the accessibility to the facilities and the agglomeration of the facilities have the first and the second priorities, respectively. Those associated with the historical background and the amenity are selected for the third and fourth priorities, which is different from the fact that metropolitan residents choose amenities as third priority. As a result, It is concluded that the residents of the urban-rural complex city prefer the element of the historical background to the amenity compared to those of the metropolitan city. Also, it is found out that the residents of the city of Hwasung prefer the element of the agglomeration of the facilities to the amenity compared to those of Yongin. On the other the residents of the city of Yongin regard the element of the amenity as important compared to the other ones.
Finally, it is maintained that in constructing the public cultural facilities representing the regional identity, the elements of the accessibility to the facilities and the agglomeration of the facilities should be considered as the most significant priorities. It should be also emphasized that the other elements ,such as the historical background and the amenity depend on the regional characteristics.
