Development of Science and Technology(S&T) due to effective and efficient national level research and development(R&D) activities has been directly or/and indirectly influencing national economy and society as well as culture in the globe. Contemporary S&T and R&D activities require huge amount of private and national investment focusing on market demand and tend to be mission or/and target oriented in its nature. Hence, the magnitude of the national R&D investments in the North-East Asian region have been growing as well. Japan and China are enjoying world top 2nd and 3rd ranks in terms of the gross production volume and 15th for Korea.
It is generally accepted that an increasing trend of national R&D investment needs to be considered and analysed in view of tax-payers' money in terms of acquiring high level of effectiveness and achieving a high level of objective as well as of efficiency. It requires advanced level of the national R&D planning and evaluation system in each country.
This study seeks to compare and analyze characteristics and differences of the national R&D planning and evaluation culture and system among China, Japan and Korea considering each country's economy, society and culture are different and tries to find out and discuss about lessons and suggestions in view of improving the system and culture.
