Today, Russia faces more promising economic prospects than it has for many generations. With its burgeoning prowess in energy products, it has the potential to become a leader not only in the Pacific Rim, but in the world.
Yet to do so the nation must overcome some significant obstacles. One crucial area is railroad shipping. This study analyzed one of the major economic arguments used to support current Russian government policy toward Trans-Siberian railroad system: that the railroad system provides advantages to Russian energy exporter and importers by maintaining freight rate stability.
This paper presented an empirical analysis that addresses some of the issues raised regarding the actual impact of the Siberian railroad system on stability of Siberian railroad serving Far East area.
The hypotheses to be tested in this study were as follows.
1. Trans-Siberian railroad set rates in such a way as to have an adverse effect on Russian export trade.
2. There is significant difference in stability of rates between railroad and trucking firms.
An empirical test was conducted, using the random walk model, to determine how railroad has performed with respect to rate stability. When statistical tests are used to compare rate stability between railroad and truck firms may be exaggerated due to the tests' sensitivity to variation. Therefore, it is useful to examine these rate variance estimates further by analyzing railroad and truck rate indices.
Thus it may be concluded that the Russian government's railroad policy is valid: Siberian railroad may fulfill an important role in promoting the economic growth of Russia.
