Taiwan’s new juvenile justice and correctional system has come into exist for more than ten years. This essay is a truthful record of each and every moment, which the author has experienced in these years. All the frustrations and breakthroughs indeed indicate that a new idea has been realized. Numbers would speak for themselves: till now, juveniles under custodial treatment or imprisoned are around 9,000. The figure was significantly higher a decade ago, more than 20,000. This miracle is an accomplishment of all members participating in juvenile justice and correctional system. However, in respect of the juvenile status offense, the most cases shifted from drug abuse to truancy and runaway and the amount also drastically increased up to around 1,000. Moreover, in 2009 the Council of Grand Justices issued Interpretation No. 664, which set considerably limitations on the treatments available for status offense juvenile. All these circumstances indicate that the juvenile justice and correctional system, after its revision, is confronted with new challenge. This essay would like to recall stopping using the “Anthropological Machine” (G. Agamben), since more negative listings of “Human Conditions” (H. Arendt) means more shackles on the development of juvenile. Indeed, every juvenile can’t be expected to be a Newborn in a time, when clock rings the silent twelve and the eternal-return moment comes (F. Nietzsche). But what we can do at least is to give them a different trace of life on their way back to their original lives.
