The study evolved out of a need for increased insight into gender differences regarding access to and control over land and other resources at the household level. Therefore the main objective of this study was to assess gender relations, among small-scale tobacco producers in Urambo district. More specifically the study determined gender division of labour in the tobacco industry in Urambo district; access and control over resources and benefits for women and household decision making dynamics among men and women involved in Tobacco industry using Urambo district as a case study. Using Questionnaire survey, Focused Group Interview and Harvard Analytical Framework the study showed that both men and women shared agricultural tasks in the production of maize and tobacco, with exception of technical activities, heavy task, those performed at night and far away from home. Winnowing, shelling of maize and other reproductive roles are done by females of all ages. Men mainly do marketing of produce, because they are the head of households. Men and women have access to productive resources and benefits implying that all family members regardless of sexes have right to use family resources and benefits. Men also are the ones who have control over household productive resources and benefits, obtained from tobacco selling except for household utensils which are controlled by women. Tobacco markets are controlled by men hence the benefits remain in the hands of men, and meagre amount of money is provided to their wives for household needs. Decisions on family issues are mainly done through negotiation, between wife and husband in the household but the husband has the final say. This is due to the fact that men are the head of households, and it is their right by culture to make final decision. This study concludes that while women are seen to be involved in the production of Tobacco in the study area, they have limited ability to decide over household issues and the fact that intervening organizations such as extension services and Tobacco companies fails to include women in training implies women are still subordinated in the tobacco industry in the study area. It is therefore recommended that gender mainstreaming with emphasis on women should be put on the priority list of extension agents and tobacco companies working in the area. The fact that women are already at the fore front in the production of tobacco, implies that their capacity can be easily enhanced and hence increase productivity and the overall welfare of the women in the study area and areas with similar circumstances.
