This paper introduces the central government’s policies and local government’s efforts, especially for Gunpo city, to promote local educational developments.
Under the educational autonomy system having an independent education committee and educational superintendent, responsibility of the local government should be one of the most important factors in developing policy alternatives for local education.
The purpose of this study is to identify factors, to find problems, and to suggest directions to promote youth policies by examining trends and current status of the central and local government’s policies.
In this study, the regulations related to local government’s development is reviewed in terms of the regulations, progress, and accomplishment and then the proposition for its promotion is suggested as well.
This study proposes, first of all, that in terms of developing policy alternatives for local educational policies, the educational autonomy system should be implemented and work together with the cooperation of local government.
Secondly, to guarantee that educational budget should be collected and distributed enough to provide quality opportunities for all children, the laws and regulations related to local government’s development have to be set up and supported by local government. Thirdly, any level of the local government, or residents should have the process and procedures to take part in the decisionmaking process as a way of dealing with regional factors.
