This study has four main parts;
The first part of study is looking through the one of key factors to the inter-Korean cooperation, a change in the situation and international relations around Korean peninsula. Second, reviews and evaluates on inter-Korean cooperation(or a humanitarian assistance) projects in last couple years under the preceeding Governors. From the evaluation, establishes the principles and goals of the project. The last part of study presents plans for a future inter-Korean cooperation project.
Up to year 2005, development projects have been focused on setting up the sustainable agricultural development system, yet was much more like simple humanitarian assistance programs. In 2006, these humanitarian assistance took a quantum leap and came up with an omnidirectional regional development project. Gyeonggi-do launched an intensified not only agricultural but also social and economic development program, and wrote a whole new history of inter-Korean cooperation. The project includes programs as 100 ha of rice farming, growing greenhouse vegetables similar to in agriculture suburban area in the South, rebuilding country lanes in order to use cultivators, tractors and combines, building and repairing more than 100 houses, as well as a day care center, a kindergarten, an elementary school, and a local hospital in the ‘Dnaggokri’ collective farm.
However, because of the missile crisis in July and nuclear experiment in October, 2006, the tension around Korean peninsula has been seriously increased. Unfortunately the on going regional development project, which has been successfully carried out, has been hold. A bright spot in the misfortune, recently North Korea and China began to talk and even North Korea and the United States are willing to sit down on a table. In these changing circumstances, this study would like to suggest next step of rural area development and modernization assistance project including some parts of humanitarian assistance, and inter-Korean economic cooperation model.
