Concentration in the capital region in Korea is serious enough to have no parallel in the world. Concentration in the capital region in Korea began to surface in 1964, and in an effort to resolve the problems, ‘Capital Region Readjustment Planning Act’was enacted in 1982. Legal ground of national territory planning underlying regulatory policy measures in the capital region in Paragraph 2, Article 120 of Constitution. A special act in nature, the Capital Region Readjustment Planning Act is meant for long-term planning, covering Seoul, Incheon, and Gyeonggi-do, with the aim of prevention of concentration of population and industry and balanced regional development.
National territory development and readjustment planning is an effective tool needed in the sense that multi-channeled national territory development measure of each agency must be readjusted to unite as one for the purpose of ordered regional development. Several years have passed since the Act was established in December 1982 for the cause of prevention of overpopulation in the capital region and promotion of balanced regional development. Nevertheless, this regulations have been a variety of thoughtless developments for the environment and regulations in the capital region in Korea. In this respect, the study analyzed whether current regulatory policy measures of the capital region are appropriate.
