This paper reviews the regulation oriented policies for Paldang water quality management in the critical perspective. Paldang reservoir plays a role of drinking water source for about 2.4million people in the metropolitan area around Seoul. Improvement and protection of water quality of Paldang reservoir is recognised as one of national priority agendas. So tremendous budget of billion won scale has been invested to sustain clean water quality of the place. And also very strong regulations of land use have been levied on the huge area surrounding the reservoir.
The article sheds dubious eyes on the proposition that regulation oriented policy instruments are relevant and further should be insisted on tenaciously. According to the analysis results, several land use regulations are ineffective in terms of improvement of water quality of Paldang reservoir, despites they generate lots of torturous disbenefit to residents and regional economy. Consequently it is stressed in the concluding commentary that paradigm of policy needs to be shifted in Paldang water quality management.
