As the world’s economies transform to systems based on knowledge, the creativity of economic agents will have a central role in economic development. Faced with these revolutionary changes in the business environment, advanced countries are already adapting their policies with new blueprints for transitioning to a knowledge-based economy.
Likewise, Korea has set out fresh policy objectives in preparation for the new millennium. Tourism policy in Kyonggi-do, however, has been focused mainly on the program for enhancing hardware-oriented competitiveness in terms of tourism. The competitiveness of tourism industry is depend on the “software”enhancements as well as the “hardware”aspects of competitiveness. In this paper, we present that Kyonggi-do’s tourism policy orientation must quickly focus on various programs for the software enhancement rather than the hardware aspects for shift to a knowledge-based economy.
