From 1950 to 1991, China did not emphasize the value of Kazakhstan and other central Asia republic in Soviet Union. However, after Kazakhstan was independent in 1992, China had interested in oil and gas in Kazakhstan. CNODC purchased the share of Akzavin, oil company in Kazakhstan in September, 1997, is the beginning of oil and gas cooperation between China and Kazakhstan. It is originated from two important reasons for China: (1) the increment of oil & natural gas demand in China, because of rapid economic growth; (2) the establishment and implement of energy security strategy from 1993 in mainland China. Also, there are two critical needs for Kazakhstan. (1) the needs of export Kazakhstan's oil and natural gas market ; (2) because of China NOC’s investment and construction of network, Kazakhstan central government can decrease financial burden and spur economic growth. For these reasons, the oil and gas cooperation between mainland China and Kazakhstan produced two big achievements : (1) oil pipeline (Atasu - Alashankou); (2) through central asia natural gas pipe (Turkmenistan - kazakhstan - Alashankou) and the import of natural gas from Central Asia to China.
The oil and gas cooperation gives “win ? win” situation to China and Kazakhstan, because it satisfies economic needs, remedies the weakpoints each other. Although China NOC (CNPC)destroyed the environment at Aktobe, Kazakhstan, a former Kazakhstan bank official disclosed he gave a bribe to an officer of NOC in Kazakhstan, Kazakhstan's opposition party raised problems the relationship between China and Kazakhstan, their oil and gas cooperation will be expanded more broader energy cooperation. There is a huge amount ofuranium in Kazakhstan, it will be useful to the development of nuclear power plant in mainland China. For this reason, Two countries have a plan to exports Kazakhstan’s uranium to mainland China in 2010. Therefore, expansion of energy cooperation will be a vital factor of the relationship between China and Kazakhstan.
