Brazil is a nation of multiple ethnic and cultural roots, but it is not a multiethnic and multi-cultural nation. After democratization, Brazil is forming a nation of “multicultural” and “multiethnic” by the New Constitution. Multiculturalism is a policy that emphasizes the unique characteristics of different cultures, a conception that explains the cultural situations in a society.
Generally, multicultural policies are realized by constitutional guarantee, Anti-Discrimination Act and approach to education. To realize mutlicultural, society needs to secure human rights of social members, especially groups repressed by others such as Black and Indio. The New Constitution of Brazil prohibits racial discrimination to black brazilian on multicultural principles. Anti-Discrimination Act recognized Black as a social member of brazil and punished racial discrimination as felony. Recently, brazilian government took effect to affirmative action, programs to overcome the effects of past societal discrimination by allocating jobs and resources to members of specific groups, such as minorities and women. Approach to education is important that Black improves personal life, modifies a stereotype and a prejudice of black brazilian.
Although legal and institutional situations were prepared, black brazilian was not ensured human rights in practice. Brazil must realize democracy to a society of “multicultural” and “multiethnic” that ensure human rights for guarantee human life of minorities.
