There are some differences between governmental reforms by the new managerial ism and the modern managerial ism, while these two movements have some similar aspects. New managerialism over decades has emphasized the 'supply-side efficiency' like search for efficiency, consumerism, quality and other market values at the expense of democratic accountability. However, 'modernizing government movement'. since the Labor party dominated in 2000, emphasized the new values like joined-up government, best value, public involvement, although succeeding results-based management reforms, in order to enhance political accountability and representative democracy. Thus, there are different approaches on the government accountability between these two paradigms. This research compares commons and differences between these two paradigms from the experience of Korean government reform since 1980s, and explores critically the way to coordinate the search for the outcome or efficiency and democratic accountability, otherwise, in conflict.
