The object of this paper statistically analyzes by the Article 37 of Telecommunications Basic Act of the KCC(Korea Communication Commission) and analyzes the imposition of surcharge factor. The analysis object is the business carrier type, the act of violation of the telecommunications Basic act, the service type, and etc. And the cross analysis and regression analysis were performed.
The analyzed result is as follows. Firstly, the verdict of KCC is gradually subdivided with a formulation. Secondly, the imposition of surcharge basing on the behaviour regulation having the character of the post regulation as compared with the prior regulation was many. Thirdly, the most of surcharges relates to the terminal providing subsidy of the mobile communication. And the vicious circle of the terminal providing subsidy - imposition of surcharge continues.
Therefore, it is necessary to have that Executive somewhat prepares for the policy alternative which is effective.
