    For the national balance of development, Korea has paid too much attention to regulating the growth in its capital metropolitan region. However, Korea has paid less attention to managing urban growth or developments in its capital metropolitan region.
    From many expert's opinions in the field of urban planning, it is not obvious whether or not various urban policies having been implemented in the capital region are a kind of urban growth management tools. In fact, it is premature that some of the urban experts assert current urban policies as an urban growth management tool since there has no formal guidelines, no evaluation efforts, or no indicator monitoring efforts for managing urban growth.
    As a best performance attained by urban growth management, the level of consistencies between urban plans will be high. The results from the evaluation on the current urban plans and developments are the followings :
    First, a regional spatial structure is too weak, and there has no detailed plans for regional spatial structure. Second, a transit-oriented development(TOD) is weak too, and plans for transit-oriented developments are rare in the capital metropolitan region.
    Third, inconsistencies among city or county plans are sever. There should be an introduction of plan consistency review against eliminating the inconsistencies among provincial plans and city-county plans, or city-county plans.
    Forth, environmentally sensitive lands have not been protected in constructing buildings. There should be a guideline against bulldozing environmentally sensitive lands in developing new towns or housing lots.
    Fifth, housing affordability for a low-middle income bracket is so serious. And supplying affordable housings also is an important issue. For alleviating the problem about affordable housing, a new indicator is recommended to replace housing affordability index with a transit and housing affordability index.
    The findings from this paper will play role as a compass in orientating urban growth management that guides various urban plans and development in the capital metropolitan region of South Korea.
