Recently, the domestic construction industry in Korea has rapidly changed due to various social and environmental factors as well as the development of construction technology. To ensure competitiveness in the construction industry rapidly changing and to solve problems related to budget reduction and quality improvement for construction projects, Value Engineering(VE) has been introduced into the field of construction. On the contrary to such an intent, the result of VE is provided without connectivity to functional analysis and idea creation, which are important elements in the phase of design VE study, due to present problems caused during the process of design VE. At the same time, such a result raises a question about the efficiency of VE, and because of the issue of insufficiency, there are actually many cases taking place that the phase of functional analysis is simplified or skipped at present, which results in failing to create efficient design VE outcome for construction projects. To reinforce the connectivity to functional analysis and idea creation, therefore, this study intends to suggest a process model likely to create ideas fit for each function and draw efficient design VE outcome through the CICC(Chimera Idea Creation Concept)-applied process, which takes Chimera for its motif. Adequacy and usefulness of the proposed process model were evaluated by experts in the related field, and it was found that the model can improve the existing process of design VE.
