The purpose of this study is to clarify the definition of local community-based social enterprises, and find out strategies to develop the social enterprises in Daegu-Kyongbuk region being more devoted to the community. We analyzed articles dealing with the subject of local community in the media. Then, we investigated characteristics of Daegu-Kyongbuk region, and cases of 90 social enterprises in the region. The demographic characteristics of Daegu-Kyongbuk region can be summarized as rapidly becoming a low fertility, aging society, and high increase in the disabled population, foreigners, and the poor to get the social security income. But the employment rates for these disadvantaged people have decreased continuously. Yet, the historical heritages are very abundant in Daegu-Kyongbuk region. The social enterprises in the region are small business, neither specialized nor innovated. They are not employing well such local community-based services as social welfare services for single-old people and children with one parent, local food logistics/franchises, and historic cultural services.
