Silla government arranged the text of the penal code systematically around 520 years to reference Royal Orders which were declared previously and the text of the precedent, Criminal Justice System of China and Goguryeo. The Law Codes(Yul Ryeong) was promulgated after being incorporated the rulers of Hwepu(喙部) and Sahwepu(沙喙部) into the 17 government officials ranking system and the local ruling class into the local government officials ranking system, and arranged codified administrative regulations necessary to operate those system by Silla government. The Law Codes that was promulgated in 520 years, had a characteristics of being compiled individual law codes, and there were reflected in a blue print for the centralized state system. Silla was equipped Yul-Ryeong-Kyeog-Sig(律?令?格?式) by accepting the Law Codes of Tang dynasty in accordance with the reality of Silla elastically for the first time in 5th year of Queen Jindeog(651).
