This paper notes that Free Trade Agreements (FTAs) and regional integration have mutual effects, and argues that the bilateral FTA drives by Northeast Asian countries would urge the Pacific Rim countries to accelerate the formation of Free Trade Area of the Asia Pacific (FTAAP), which in turn stimulate a Pan-Asia FTA and global market opening. That, however, is not a consequence of natural development. It would be accomplished only when Northeast Asian countries vigorously pursue bilateral and multilateral FTAs among themselves. It is submitted that FTA policies of Korea and Northeast Asian countries should be restructured in terms of regional integration strategy. This author prospects that China may respond the U.S. call for FTAAP positively and contribute to the regional integration and market opening worldwide. A flexible interpretation of Article XXIV of the GATT and Article V of the GATS is submitted to facilitate the formation of Mega FTAs by approving those FTAs as WTO compatible.
