The number of Koreans who immigrated to Japan from the late 1910’s, gradually increased to 1.2 million by the late 1930’s, which then exploded to 2.1 million people by 1945. Koreans residing in Japan, except for a few intelligentsia, were mostly working class; they mostly engaged in simple laboring jobs such as mining, industrial and construction. During the 1930s, employment in the commercial sector emerged as a typical job. It is interesting to note that this changes were accompanied by the rapid increase of elementary school children or dependents. This shows fairly stable settlement of Koreans residing in Japan during the first half of the 1940’s.
Korean social movements in Japan that formed part of the labor movement, whether enlightened or practical in their nature, were developed under the cooperation of the contemporary Japanese movements. Although the Korean Federation of Labor Union in Japan (Jaeil nochong) expanded nationwide, the union did not achieve the goals of the specified organization. Its leaders then decided to join with the National Council of Japanese Labor Union (Jeonhyeop), the most radical union in 1930s. The increased Korean membership in the union changed the policies of Jeonhyop, and furthermore influenced the Japanese labor movement. Their enthusiasm for the transformation of Japanese society can be seen as a reflection of their interest in the settlement there.
