The Koreans in Hawaii held Temporary Mass Meeting in July 12, 1905 and appointed Rev. Peong Koo Yoon as their delegate to observe the Portsmouth Peace Conference. Temporary Mass Meeting was consisted of Koreans in Hawaii as well as in mainland. At that time, William Taft, Secretary of Army, who visited Honolulu on his way to Tokyo, wrote Rev. Yoon a letter of introduction to President Theodore Roosevelt through the intermediation of Bishop John W. Wadman. Also, the Japanese Consul General in Honolulu wrote Rev. Yoon another letter of introduction to Japanese mission to attend the Portsmouth Peace Conference. Rev. Yoon was eager to meet the delegates of U.S. and Japan mission for preservation of Korean independence. Rev. Yoon had close contact with Syngman Rhee who was attended the George Washington University in Washington D.C. Syngman Rhee consulted the matter with Philip Jaison and made a draft of petition to present to the Peace Conference. Syngman Rhee was an interpreter of Rev. Yoon.
The U.S. newspapers described Rev. Yoon’s way to Washington D. C. and regarded him as a Korean envoy extraordinary and plenipotentiary to Peace Conference. Rev. Yoon had a friendly point of view to Japan, so he told to the effect that he would get a guarantee from Japan to preserve Korean independence. In the other hand, Japanese authority paid an attention to the movement of Syngman Rhee, because they thought Syngman Rhee was a secret
envoy to the Peace Conference sent by Korean government as well as King Kojong.
Rev. Yoon’s party arrives at Washington D.C. in July 31. and went to Oyster Bay, New Yark in August 3. They blamed King Kojong and Korean government for their relations with Russia as well as their incompetency in affairs of state, and took their position as anti-Russian but pro-Japanese one. They denied the leadership of King Kojong, so they needed some popular and legitimate representation. They argued that they were the representatives of the famous pro-Japanese society named Il Chin Hoe which was at that time had more than 200,000 memberships. They met President Roosevelt in August 4, but Roosevelt told that they had to present their petition through the diplomatic channel. Rev. Yoon’ s party tried to send their petition through the Korean Legation in Washington D.C., but Yun Chung Kim, the acting minister later known as famous pro-Japanese refused to accept the petition. They had press conference in New York, August 17 and that was the end of their diplomatic mission.
The diplomatic efforts of the young Koreans in U.S. were praised and exaggerated by Korean press. The possibility of diplomatic success by Syngman Rhee was overestimated by the fact that he met with President Roosevelt, and was contrasted with the betrayal of the acting minister Yun Chung Kim. The consequence of Rev. Yoon’s diplomatic mission became the starting point of Syngman Rhee’s famous diplomatic efforts during his exile years in U.S.
