After experienced civilian massacre such as ‘Yosun Incident’, National Guidance Alliance(國民保導聯盟) in the period before and after Korean War, the Korean society settled into anti-communist countries which the national and social control for ‘Reds’ and unconscious self-censorship gradually make everyday life.
The force of the 5·16 coup d’etat which oppressed democratic aspirations in 4·19 revolution period established Central Intelligence Agency(KCIA), and they announce ‘The People"s Revolutionary Party Incident’, ‘The East Berlin Incident(東伯林事件)’, ‘Unity Revolution party Incident’, ‘South Choson Liberation Strategy party Incident’, ‘Europe-Japan Spy Base Incident’ etc., spreads the discourse of anti-communist and the dicourse of spy political and socially, which were used as the basis of dictatorship and long-ruling.
In this paper I pay attention to the ‘East Berlin Incident’ in the 1960s" ‘organization incident’, by looking for the occurs, and the trial process rather than ‘authenticity’ of the incident. And I look for its impact on Korean society after this incident occurred, especially I study how ‘spy discourse’ changes over the course of the 1960s, and I research this incident has an effect on Korean in political and social society through the press and media.
In conclusion, ‘The East Berlin Incident’ oppressed the demonstration of student and opposition party because of ‘6·8 unfair election’ and made preliminary preparation for Park’s constitutional revision allowing for his own third-term. This is ‘political effect’ of this incident. As such ‘Spy Making’ and simultaneously the ‘nation making’ brought about ‘political effect’ create the ‘innocent citizens’ ie, ideologically homogeneous and obey, not involved in any politics except election.
