The evaluation of forum activities in informal network is not just a function of organizational relationships from inter-institutional analysis. The research focuses on the role of the institutions in forum network, which suggests that knowledge exchange activities encompasses much more than the simple meeting. The results indicate that the forum network supports innovation activities by university and research center. Especially, universities play a role as "knowledge provider" with high centrality in the network, and research centers convey new idea or knowhow based on the learning. It prefer to participate in forum activities for exchange knowledge in cluster than other activities. This approach might have significant effects on a highly motivated innovation policy and strategy accounted for a large portion of institution. Simply, the government is required to start activating informal cluster-based learning network such as forum activities by continually monitoring and encouraging tacit-knowledge transmission, innovation activities. With the help from these analysis, this research tries to obtain detailed information and knowledge about forum activities that have been previously unattainable.
