Many institutional, organizational changes are being made to improve the efficiency of Defense Research & Development, but an especially important field which needs to be vitalized to bring about this improvement in efficiency is the business of dual-use technology for joint civilian-military use. In order to promote the vitalization of the business of dual-use technology for joint civilian-military use, this paper researches the present state of joint civilian-military business both domestically and internationally, analyzes factors based on successful cases, and lays out a direction of development for joint civilian-military business.
