It has been about twenty years since local autonomy system started in Korea. Over recent years central-local relations has been a neglected topic for research in Korea. This study started with the question, what are the research trends in Korea. This study started with the question, what are the research trends of antagonistic relationship between central and local government in the world? So, the aim of this article is to set out a future research agenda on antagonistic relationship between central and local government by the review of preceding research.
In other words, this article is designed to find the appropriate answers to these key questions about (1) In what conditions the donflicts or cooperations of intergovernmental relations can be occurred?, (2) How was the rule for the conflicts or cooperations of intergovernmental relations systematized?, (3) Is there any possibility that cooperations as a method to resolve the conflicts there any possibility that cooperations as a method to resolve the conflicts between central and local governments can be applied, if so, what can it be?. To answer these question, this study examined many articles published in the Journal over the last nine decades. The findings are as follows.
First, the antagonistic relationships between central and local government has been considered as mutually equal in its performance in intergovernmental relation theory. Second, many articles were problem-solving oriented and the rest was about theoretical or normative. The government research of social science has mostly focused on political and institutional changes at local(urban) level. Third, for the research methods, many articles were desriptive and usedt statistical approach as the main research tool. Howefer, more reserachers used statistical method over the time period.
Recently, it now needs to be viewed through the conceptural focus of intergovernmental relations, which is commonly used in the developed countries, especially in the East Asia. These findings suggest that future research of relationship between central and local government need to diversify both the research topics and method.
