The number of the public rental housing in Seoul has been on the increase due to the constant supply of last 20 years, whereas the public stock accounts for only about 5 percent of the entire housing stock. The Seoul metropolitan government has supplied public rental housing mainly through the residential land development by the cancellation of the green belt or the housing redevelopment projects. However, the new land development is confronted with the rack of the business site and the large-scale housing redevelopments are stalled due to the economic recession. The breakthrough is needed for the steady supply of the public housing.
The viable alternative can be mixed use development of the public lands such as the public parking lot, the public rental multi-family housing and the cultural facilities including the child care centers, the social welfare facilities and the public libraries. For these public lands are scattered in the residential areas, the public housing can be supplied where there is demand. The development of project priority can be evaluated on the basis of the deterioration of existing facilities, the land use zoning, the lot area and the available development capacity.
The project development methods and the management agencies need to be diversified to supply and manage the mixed use facilities with the public rental housing. The pilot projects must precede to verify the new business model of the small-scale development of the public rental housing and to promote the participation of the private sector.
