    The purpose of this study was to investigate the effect of extreme weather of Seoul caused by global climate change and to protect life and property by developing countermeasures after analyzing the areas vulnerable to extreme weather. Specifically, structural and non-structural countermeasures were examined. The countermeasures were established by weather types in Seoul and several tasks sere contemplated.
    The main contents of this study are described in Ch.2 through Ch.4. The meaning of extreme weather and the effect of extreme weather to natural disasters were examined. Meterological data between 1970 and 2009 were analyzed and the events of extreme weather in Seoul were described. Occurrences of extreme temperature, extreme precipitation, extreme wind, and extreme snow event were checked. The necessity of organizing the system against extreme weather in Seoul and main projects for extreme weather were described. Some areas that are vulnerable to heavy rainfalls, heavy snowfalls, and high temperatures, were considered for areas vulnerable to extreme weather in Seoul. Finally, the policy for managing metropolitan cities against extreme weather was suggested.
    The conclusions for the suggested policy are shown in Ch.5. The structural countermeasures need to be diversified and flood control standards are also to be reviewed. The standard for the zone-based flood defense strategy needs to be established. A Multi-disaster management system is necessary after improving the disaster countermeasure system. The countermeasure policy with citizen participating needs to be considered. Finally, improving the integrated disaster management system is urgent.
