The report aims to study effective support for the export activation on the small and medium-sized companies based on export and domestic demands for new trade environments in the Gyeongnam province. Especially, the study investigates the changes on the industry and trade environments, economic structures and policies, also explores the methods of export-industry reengineering of small-medium manufacturing enterprises by analyzing present situations and by surveying actual states of various kinds about export and home demand companies in Gyeongnam province.
The results of this study suggest a strategic prerequisite that we have to drive the policy of export-industry reengineering, not step by step but one step, with strengthening the systematic relationship among policy factors. The strategy shows the approach methods of central and local government policy, industry policy, small-medium enterprise policy, and industrial-educationalinstitutional-administrational networks in Gyeongnam province as follow.
First, regional industry policies can be emphasized by local governments, Gyeongnam province government, and must be accelerated administrative executions to strengthen strong points of present major industries like Shipbuilding, Automobile, Mechatronics, Robot, Aerospace, and newly growing ship engine industries rather than to deal successfully with weak points in present Gyeongnam industries.
Secondly, regional small-medium enterprise policies can be emphasized in local governments, and must be activated co-development incentives between large and small-medium enterprises, cultivated human"s ability to coincide in the world market, simplified support procedures and smoothed information offers of technology sectors, and improved the feeling of satisfaction on policy project in various kinds.
Thirdly, government policies can be emphasized in central government, and must be withdrew policy funds provided to enterprises, published a prospect report of a detailed technology-product market in government funds, conducted the stabilization of exchange rate and the early execution of policy funds, The province government, Gyeongnam, must improve and execute the cooperation of information businesses for rationalizing export and domestic enterprises, establish a program of Industrial Technology Development Center, conduct program developments to promote exports of domestic demand enterprises, draw up a plan to train expert manpower for export-led enterprises, carry out the activation of assurance system for technology and credit in small businesses, through a characteristic change of Gyeongnam Trading Incorporated or the establishment of a Gyeongnam Trade Business Agency
Fourthly, it can be emphasized the roles of college and institution in the industrial-educational-institutional-administrational networks in Gyeongnam province. The regional colleges, especially, must play a key role for export-industrialization by entering into the center of regional industries.
