In this paper, during lhe reign of Cheoljong(哲宗) was divided into three periods. First stage was until CheolJong two years(1851). It was the time queen Sunwon(純元王后) did regency by the queen mother from behind the veil. the secondary stage was Cheoljong 8 years (1857). Till CheolJong engaged in polilics by himself and queen Sunwon when she died. Until the third stage was Cheoljong 14 years(1863). Cheoljong was attempt to strengthen the kingship and Andong Kim’s family(安東 金門) enhanced the prestige of the family. At that time occurred The Imsul-Year People’s Revolt(1862).
