The purpose of this study is to compare the vocational competency development training system for people with disabilities in the Republic of Korea, Germany and Japan in order to increase understanding of the structure and characteristics of each system and derive policy implications.
The primary analysis involves literature review using a comparison frame among countries. The range of comparison encompasses vocational competency development training environment, vision, means, implementation, assessment etc.
The results of the vocational competency development training system for people with disabilities of each country is as follows. Germany is based on a Dual System using OJT training method for vocational competency development training for people with disabilities. The Japanese public training institutions are Off-JT training based, and outsource to private training institutions which use OJT training methods. Republic of Korea is primary public training institution centered. Korea had the most flexible training system - concerning training period, trainees, training system - which is based on an Off-JT training system.
