This study investigaes on satisfaction of settlement support policy toward North Korean defector regarding each variables, and verifies the influences on the quality of North Korean defector"s life in terms of "governance". This research means to solve the North Korean defector"s problems. It also explores how the problems on settlement payment, Hanawon adjustment education, network organization local government, and local society can be effectively overcome as North Korean defectors settle in Korean society. Introducing the concepts of "governance" in terms of actor, this study trieds to find how central government, local government, and the NGOs can particiapte and cooperate. Through the services and programs that North Korean defectors actually encounter, appropriateness and effectiveness of the institution are examined.
Settlement support for North Korean defectors are seem more desirable than that of the past as it now weighs on their social adjustment and "ndependence, and self-support". Present policy structure can"t handle the sudden increase of the North Korean defectors. Current government"s human resource structure and related budget make it difficult to manage increasing North Korean defectors in accordance with the policy objective. Roles of government, citizens" role and capability, and the problems that the current policies and activities have regarding North Korean defector issue should be seriously discussed.
As such institution carries out, it is important to construct the system that could persistently evaluate the efficiently and effectiveness of the policies North Korean defectors" point of view, and feedback according to the result. In this perspective, North Korean defector support policy evaluation model, focusing on "governance", is proposed. "Governance" acts as a mediating variabla in this model. While going through the process of "governance" to reach a certain policy objective among various policies, the outcome can be changed in respect to the forms of "governance" process. Therefore, if such policy model is utilized throughout the course of agenda establishment, policy making process, and policy evaluation, it could be a solution that can measure the effectiveness and reach the goals of the policy.
