This study explores not only students" and parents" perceptions of the cyber home learning programs developed by the Ministry of Education, but also students’ utilization of those programs. Two groups of 210 students and 190 parents from an elementary school located in Incheon participated in the research. Questionnaires were respectively developed to get the information about general issues in using cyber programs and the English subject from the two groups of participants. According to the findings, the cyber home learning programs were not satisfactorily and appropriately introduced both to the elementary school students and their parents. Also, many of the students did not use the programs for the study of English. Results from the research provided some implications in relation to the necessities for more promotions and guidances to get more attentions from the students and parents. Based on the results and implications from the research, a few suggestions were made for more effective operations and utilizations of the English cyber home learning programs.
