Since the early modern days, the southeastern region has been the venue of imperialist rivalry where the Russian force represented by Chinese Eastern Railway fiercely confronts the Japanese force represented by South Manchurian Railway. Japan regarded the Russian force based on Chinese Eastern Railway as the biggest obstacle to its expansion into northern Manchuria, thus developing policies to check the force of Chinese Eastern Railway by building Ji Hui Railway.
The construction of Ji Hui Railway signified the emergence of a new product distribution network connecting northern Manchurian, the northern region of Korea, and the Pacific. As a result, many portions of Manchurian goods, which used to be exported through the existing distribution network between Chinese Eastern Railway and Vladivostok, were converted to a new product distribution network through Ji Hui Railway. Thus the deterioration of Vladivostok and the worsening management of Chinese Eastern Railway were inevitable.
The Soviet Union was in a difficult position of compensating for the deficit of Chinese Eastern Railway that increased every year and faced a series of events including Japan’s invasion into Manchuria. Its decision to sell Chinese Eastern Railway was thus able to serve as a very appropriate channel and cause to avoid its military confrontation with Japan.
