Due to the advent of the "glocalization" era in recent years, local diplomacy has contributed significantly to reinforcing local competitiveness and improving qualities of life for local residents. This makes local governments pursue policies to increase exchanges and cooperation with many organizations and governments in other countries.
Especially, China"s rising as a super power and a high level of dependence on China"s economy requires that Korean local government ,including Gyeonggi-do, take measures to utilize power and opportunities from China.
In these backgrounds, this study attempts to develop Gyeonggi-do"s plans for activating and reinforcing exchanges and cooperation with China.
First, this study analyzes the cases on exchanges between local governments in Korea and China, and helps Gyeonggi-do and 31 cities and counties in it to have constructive ideas.
Secondly, this study overviews the status of exchanges and cooperation with China in Gyeonggi-do and 31 cities and counties, and tries to evaluate its performances and problems.
Thirdly, this study introduces China"s regional development strategies as well as national development strategy during the past three decades of reform and opening-up. In particular, this focuses on the changes of economic and social development policy since 12th 5-year plan and derives implications for Gyeonggi-do.
Finally, we propose the basic directions and principles about Gyeonggi-do"s plan for reinforcing exchanges with China, and suggest practicing strategies which includes two-way customizing, establishing a strategic foothold by regions, future-oriented diversification and systemization. In addition, this study makes a conclusion as proposing several policies according to respective strategies.
