This research has been started from the notion of the controversial issues, "why was the present method of urban redevelopment, so called clearance redevelopment confronted by the difficulties and are there any other options to substitute for it?" For more than 30 years, clearance redevelopment guided by government authority has taken a few precious assets from us such as old urban fabric, meaningful places, variety of activities and urban vitality as well as many historic relics and traditional buildings under the excuses of acquisition of urban infrastructure and public facilities without paying any public funds. As any other old cities, there are many deteriorated areas in the center of Seoul. Those areas do not have identical problems with western ones. They are treated as neither slum nor squatter in Korea. A lot of people stay there and run small business with comparatively low cost in spite of extremely high land value. But the physical condition of the area cannot support rapidly changing value and accept the high technology. It is required to uplift the land development value and to let the land owner have more income by improving the environment with reasonable rent to keep existing business. It means win-win strategy.This study argues that clearance redevelopment pays high-cost with low efficiency. It has created homogeneous urban environment and lost the urbanity. We have to develop low-cost with high efficiency methods of urban development and keep the urban vitality through creating various environment. The main purpose of this study is to propose a new urban renewal method to accept the complex and various needs. It would be represented as small scale renewal plan for adaptation and rehabilitation by preserving existing urban fabric.
