Being a civic association, Asian Peoples" Anti-Communist League (APACL) was in fact founded under promotion and guidance of multiple governments, with delegates to its conferences being politicians, governmental associates, and people of influence. Syngman Rhee, as the president of South Korea, a founding nation of APACL, had played an important role in the league. While Syngman Rhee had no intention to dominate the league, ROC had actively engaged itself in the establishing of APACL, in hope of gaining greater control over the league. After the founding of APACL, South Korea and ROC each had their preferred directions for the development of the league, hence the conflicts and disputes between South Korea and ROC over the dominance of APACL. The most evident case is the Taipei conference in 1955, where the two sides had a serious disagreement over Japan"s joining APACL as a member state.
The present study looks into the conflicts and disputes over dominance between South Korea and ROC during the early establishment of APACL. In particular, on the basis of ROC diplomatic archives, the study investigates the roles of South Korea and ROC in the founding of APACL as well as details of the disagreement between South Korea and ROC with regard to Japan"s membership from the Taipei conference to the Manila conference in 1956.
