This study analyzes the present condition and the criteria of the elderly residential welfare facilities focused on the dwelling environments. The elderly residential welfare facilities are classified as an institution for the aged, an senior congregate housing and an senior affordable housing according to the domestic criteria. According to the necessity for the criteria focused on "the elderly", this study consider the characteristics of the elderly. The internal and external environments including the physical； psychological；emotional characteristics of the lives of the elderly. For it, This study analyzes the facilities criteria in USA and Europe which managed a policy for the successful elderly welfare. The analysis is classified as the selection of a site, the arrangement types, the external area and the internal public area. When a site is selected, it should be considered the concept of accessibility, connectivity and comfort, safety. The arrangement types have the elements of mass, program, space. And the external area criteria contains the natural environments including garden, park and the building layout design. For the internal area, this study looks into the public space and the elements such as the conveniences for access, stability of movement, comfort for ventilation and cognitive characteristics which are required for the elderly residential facilities. And Finally, this study make an efforts to set up new standards for the elderly residential welfare facilities which are fitted for the domestic conditions and environments.
