This study mainly covers the legislative process of the “Urban Regeneration and Assistance Act (Urban Regeneration Act)”, which was passed in the National Assembly in June 2013 and presents the evaluation and implementation direction of the Act. The legislative process was mostly focused on the review of the act by the presidential Advisory Boards within the government, R&D projects on the urban regeneration and the efforts of institutionalization by the ruling party and the National Assembly. The Act was enacted through the legislation by Assembly members since the legislation by the government generally should go through a complex process and takes a long time. Especially for the Act, government organizations failed to build mutual understanding on the urban regeneration and MOLIT could not independently handle the major issues of the urban regeneration policy such as the urban regeneration council and funding. The Urban Regeneration Bill was first submitted at the 18th National Assembly but was scrapped due to the lack of interest. It was passed later at the 19th National Assembly as the urban regeneration issue became a policy agenda for the 19th general election and the presidential election and local municipalities made efforts to draw public attention to regenerating decayed cities to raise funds from the central government. The Urban Regeneration Act is significant in the sense that it presented new paradigm for the urban regeneration. But, the abstractness of the urban regeneration projects, the relations with the existing urban planning, the need for strategic planning for the urban regeneration and fund-raising will be the issues to be tackled for successful policy-making and implementation. In particular, the government should funds, cooperate with local municipalities and create a standard model in an active and democratic way.
