Noise - unwanted sound - is an inescapable fact of city life, and recognition of its importance is growing. As Seoul has been growing into a megacity, noise sources such as traffic, construction activities, and human activities have increased as well. Hence, not only ambient noise levels but also complaints about noise have rapidly increased in Seoul.
The objectives of this study are to investigate the limitations of current noise management in Seoul, and to seek feasible solutions towards improving sound environments of Seoul.
With the objectives in mind, major issues on noise management in Seoul were sought by reviewing noise monitoring system, noise rules and regulations, noise policies, and projects. Also, a survey for Seoul citizens was done in order to find out which noise sources are considered as major nuisances, and how the citizens assess the current noise control policies, and so on. The noise management of developed countries and various noise-reducing technologies were investigated, and then potentially applicable policies and strategies to Seoul were drawn. Finally, new approaches to noise management in Seoul were suggested, which include to revise current rules and regulations, to establish an agency in charge of noise management, and to improve noise management framework. In addition, a pilot projet was proposed to make a quiet village community.
