In the past two decades, general and conflicting trends have characterized the situation of many urban areas across the world. The same processes driving an increase in the competition among cities at the global scale have played a role in creating tensions in the social sphere. The concept of competitiveness has grown significantly in the past decades and it is now common for cities, regions and nations to assess, improve and publicise their competitive standings toward other places. Yet it remains rather unclear just what competitiveness is when applied to places, which have objectives distinct form those of private sector organizations, for whom share price and profitability serve as common metrics.
Thus, the purpose of this study mainly reviewed the global urban competitiveness evaluation system conducted by several consulting firms and international organizations. Based on the comparing several urban competitiveness evaluation systems, we analyse the Seoul’s relative ranks among the world cities and figure out the strengths and weaknesses of Seoul’s urban competitiveness. This paper composed of four chapters. Chapter II reviewed the several urban competitiveness evaluation system including MORI evaluation system, Mercer and EIU Quality of Life evaluation indicators. In Chapter III, we categorized the evaluation system and figured out the strength and weakness of Seoul’s competitiveness. In the final chapter, we proposed the policy strategies to improve the Seoul"s urban competitiveness. We also proposed the Better City Seoul Index(pilot project) which could measure the megacity competitiveness in the context of better city orientations.
