Cultural heritages improve the local characteristics and even in that area is a big help in a sense of place. These cultural heritages exist in harmony with surrounded urban environment rather than independently in advance. Thus, various regulations are run in order to protect the cultural heritage. Cultural protection regulations have been expanded to surrounding areas. But, standardized cultural protection regulations without reflection of the characteristics of local and cultural heritage, are causing the problem such as the violation of property rights and frictions between other regulations. In order to solve this problem, cultural protection regulations need to reflect the characteristics of cultural heritage and the immediate locality. We suggested that cultural heritages classify into nine categories through clustering analysis according to the conditions of location and spatial distribution characteristics, also We analyze the Regulations by category.
