In 1881, Japanese illegal logging in Ulleung Island became known, and investigation of Ulleung at the level of national defense was suggested as a response. A plan was established for developing Ulleung and creating an administrative unit called eup .
At this time, Joseon moved forward with an enlightened policy, and introduced to the international order concluded treaties with Western powers. As a sovereign state with its own territory, Joseon formed new international relationships by concluding treaties with other sovereign states.
Because Joseon had an understanding of the Western international order and territorial ideas based upon that international order, actions against Japanese illegal logging changed to a development policy that intensified and enlarged the exclusive territorial area. Meanwhile, Joseon protested to Japan regarding the illegal entry of Japanese into Ulleung and asked that the Japanese government take custody of these men. Joseon also entered into contracts with English merchants to sell lumber and perform logging.
This contact was achieved by using the treaty system based upon the Western international order. The Joseon government expected to locate financial resources by making logging contracts and preventing logging by third parties by giving exclusive rights to the contracting party. However, after concluding a logging contract through use of the treaty system, conflict related to the rights to Ulleung’s logging arose due to the triple contract.
Joseon made a standard treaty with others during the establishment of the agreement with the related parties and assumed that all of the contracts were private contracts if there was no stamp of the Tongni Gyoseop Tongsang Samu Amun. This may be defined as a systematized procedure of·ratification of a foreign contract under the Western international order.
In 1881, as an action against Japanese illegal logging, the protection policy was superseded by the development policy for Ulleung, and a protest was lodged with Japan asking that government to take Japanese back to their home country, and to prevent Japanese illegal logging by using the treaty system based upon the Western international order.
