Many studies have attempted to identify the effects that explain the growth of local government expenditure after city-county consolidation. Existing studies on this issue, however, have shown that the effects of city-county consolidation might be either positive or negative according to the cases of fiscal spending. The purpose of this study is the identification of factors that are related to the changes in local government expenditure after the city-county consolidation. Based on the analysis of 1991-2011 local governments data for social and economic development purposes, the study found that the city-county consolidation and several other factors significantly influenced the changes in the local government expenditure. The results of this study indicate that the city-county consolidation tends to affect negatively on the changes in government spending for social development in the short term, while the consolidation does not have any significant long-term effects. The city-county consolidation also cause an increase in the short-term expenditures of local government spending for economic development, while in the long term, the level of expenditure has been decreased. The study results indicate that the financial effects of city-county consolidation might take place slowly over the long-term instead of the short-term period.
