In the early days, Korean school textbooks were originally published through a system of official approvals and sanctions. However, in 1974 the Park Jeong-hi administration replaced that process with a governmental designation system. In order to fortify his dictatorial power, Park Jeong-hi sought for a ‘re-education of the people,’ designed to create an obedient citizen populace. As such, he established the Charter of National Education, and demanded the students to memorize it.
The dictatorial regime intended to forcibly construct their place in Korean history and impose a national sense of unity upon the Korean people. Thus, the publication system for history textbooks was revised to be government-designated, and it continued to be so for nearly 30 years. But as Korea’s cultural and societal standards improved, people began to challenge the government’s interpretation of history. Ultimately, the official certification system was revived in 2002.
Currently, the Park Geun-hye administration is attempting to reinstate the government-designated system, in their efforts to reinforce conservative interpretations of history. Yet the official approval and sanction textbook publication system can be seen as a product of Korea’s cultural and societal advancement and as such, returning to a government-designated system would constitute an anachronistic, ahistorical regression of policy.
