This study aims to (1) analyze tourism development impacts by real estate investment and immigration system on the loss of residents’ local identity, (2) investigate the effect of the loss of residents’ local identity on their intention to participate in development, and (3) test the moderating role of local media. To test the conceptual model empirically, the data collected from 201 residents in Jeju. The results showed that (1) four main tourism development impacts by real estate investment and immigration system were drawn, namely positive economic, negative economic, positive social & cultural and negative social & cultural impacts, (2) all four tourism development impacts by real estate investment and immigration system influenced on loss of residents" local identity significantly, and (3) using local media plays a significant moderating role in the relationship between the loss of residents" local identity and the participation intention.
