In the 1970s the safety policy for the nuclear power plants was implemented mainly for the successful operation of plants. It was the Three Mile Island Accident that forced the government to take nuclear safety measures in order to protect citizen’s health from radioactive contamination. After the Chernobyl disaster the environmental movement and citizen movement called public attention on the radioactive contamination by the nuclear power plants. This resulted in the institutionalization of nuclear safety policy which allowed the formal separation of regulatory department from the promotion within the ministry. It declared that the safety policy aimed at protecting citizen’s life and health and natural environment from radioactive hazards. In 2000s the additionally established new institutes and laws made the safety policy to be found more systematic. However the implementation of policy was constricted by the promotion policies of nuclear energy, which strengthened in the end the nuclear regime. Until the Fukushima disaster the government had not tried to establish an independent regulatory body in accordance with the international agreement and restricted public access to informations about the safety of nuclear power plants. Although the safety policy after the Fukushima disaster seemed to be changed, there are no indication that the safety policy are pursued unlocked in the promotion policy. As the history shows, the citizen movement against nuclear energy will contribute to realization of the safety policy which includes measures for nuclear phase out.
