Because preservation of Koreans living overseas is limited to the protection that is based on ministry of foreign affairs instruction and other related law without Framework Act for protection of overseas resident, overseas residents who are faced with various danger during stay abroad are receiving timely and intact protection.
A controversy over citizen residing in a foreign country requires a re-arrangement of an idea of a government and made it essential to bring in policies about nation peoples lived abroad. It is considered that a percentage of these people will increase as time goes by.
From the point of that, it is totally no wonder that a need for a systematic, constructive plan on strangers in Korea arises. The policy for nation peoples lived abroad mainly focuses on their protection, their firm status in a living country, and a link to their native country, particularly, a current important issue is the rights of the people in their native country. Especially, the majority of people hopes the law will help the country realize provisions codified in the Constitution and international human rights law for protecting people from any crimes and danger etc. in another country.
The government should establish concrete duty to protect and protection system about various accident and danger and enact Framework Act about protection of overseas to guarantee not only life and property of overseas residents but also safe overseas activities of people.
