This article examines some significant progress and challenges found in current process of making the ASEAN Political Security Community. The Association of Southeast Asian Nations (ASEAN) has a plan of establishing the ASEAN Community by 2015 based on three pillars including the ASEAN Political Security Community(APSC), the ASEAN Economy Community(AEC), and the ASEAN Socio Cultural Community(ASCC). The creation of the ASEAN Community will be a milestone in making ASEAN a more rule-based community with shared norms. The APSC is of particular importance to maintain peace and stability in the region, which will be a sufficient condition for building the Community. This study interrogates the issues of concepts, contexts of meanings, and practice course of the APSC by reviewing existing documents. The article argues that the progress made by the process of the APSC should be seen as an evolutionary process which requires to maintain the ASEAN centrality and unity in dealing with various ongoing challenges including democracy, human rights, territorial disputes, and multilateralism.
