King Yeongjo promoted the Heunghak Policy(興學策) of Sungkyunkwan(成均館) by associating it with the Tangpyung policy (蕩平策 nonpartisan policy). The Kyung wha jah jae (京華子弟 the sons of noble families) of Nohron and Soron did not Geojae(居齋 study and board) at Sungkyunkwan, but did lead Sangso (上疎 petition to the king) and Kwondang (捲堂 protest), and enjoyed the privilege of Sungkyunkwan examination. King Yeongjo tried to make the students of Confucianism to Geojae by granting Chibujeonshi (直赴殿試 exemption from preexamination) after implementing Togi-Jeongang(到記殿講).
As a result of the examination, a great number of Yuhaks (幼學 the students of Confucianism who did not have government posts) were selected, and they were from regions other than the capital city and did not have family backgrounds but had the ability. In order to make Kyung wha jah jae to Geojae at Sungkyunkwan, only those who had Wonjeom(圓點) had to be enabled to see Banjae(泮製) that they had access to.
The Tangpyung political situation was achieved due to Shin yu dae hoon(辛酉大訓). In order to make Kyung wha jah jae to Geojae, King Yeongjo changed Togi-Jeongang to Togi-Jegang(到記製講). Nohron objected to Wall- Gwa. Soron supported Wonjeom-Gwa(圓點科). As a result, Geojae of Kyung wha jah jae were to be induced by implementing Wonjeom-Gwa.
