In this article, the poor housing condition of Germany in the 19th century was addressed and the process of solving housing problems was analyzed. This process was begun in the housing reform movement by bourgeois social reformers, which was relayed by efforts of housing supply through building societies, and finally was taken over by the government. After World War I, the housing problems became a political issue. In other words, house was recognized as something that citizens should have as a right under the banner of social state’ or socialization. Small houses were supplied for the poor people and the building cost was paid by tax such as housing rental income tax. At the same time, the penal detention right of government for the land was expanded.
A special feature of German housing politics was that the government improved housing situations by various measures rather than by directly providing public houses through a tremendous investment. First of all, the government made a housing inspector improve housing quality and standardize housing condition. And the second step was to enhance the rights of tenants and support to provide the public houses. By propagating the discourse on the publicity of housing, the government, political parties, and NGOs could suppress conservative, liberal opponents who support private ownership.
